course no argument against his deportation as being a person

who would be dangerous to the peace and good order of the

Colony if he were allowed to remain here.

7. The term imposed in the Deportation Order, namely 10

years, does not seem excessive in the case of a man who up till

last year had been out of the Colony for over 8 years. According

to his own account, he first came to Hongkong only a few months

before his arrest and only for the purpose of emigration.

8. The prisoner never asked to be sent to Macao on

deportation, and he was sent to Sham Chun at the request of his

solicitor, Mr.Crowther Smith.

Though the following facts were not before the

Executive Council the prisoner is accused of the following

additional offences:-

(a). Attack on a Yamen and murder about August, 1913.

(b). Robbery on a trading junk and kidnapping of the

master about November, 1913.

(c). Robbery or larceny at a Roman Catholic Mission

Church in the neighbouring province.

I add below certain detailed notes on the statements

in the petition.

Para. 2.

Notes on statements in Petition.

The prisoner in his evidence at the trial said that he

came to Hongkong last year because he lost money in

business through fielda being flooded. ▲ man from his

own district whom he called as a witness stated in

cross examination that the prisoner was a farmer and

did no business. This may scam a smallpoint but

business and farming are two very distinct ideas in Chinese minds, and our suggestion is that the prisoner formerly lived in Hongkong and returned to settle here

in the belief that he might safely do so after the

lapse
